This is the Christmas tree at City Hall before it was adorned with lights and brightly colored ornaments. It appears that the Grinch — or perhaps one of Santa’s naughty elves — decided to have some fun and decorate it with a huge mask. Not sure what role Commissioners Secretary Mary Eddings played in the covert mission, but one has to wonder why she’s standing by the tree with a mischievous smile on her face…
